Opinion on Circular Despatch of 16th March 1874, regarding
proposed stipulation as to-- establishment in India of Agencies or Branches of Joint- Stock Companies.
It appears to me that the object desired cannot be obtained without a
a special ordinance:- for Joint Stock Companies are seldom if ever created by Charter in the name of the
Queen :- but create themselves
